DISASTER PREPARATION AND MANAGEMENT FOR LAW ENFORCEMENT SUPERVISORS AND MANAGERS
This 5 day / 40 hour course is designed to help Law Enforcement Agencies prepare for and manage Disaster Events. This course is particularly designed for Sergeants, Lieutenants, Watch Commanders and Executives. This course will also be of critical interest to: Supervising Dispatchers, Fire Command Officers, Civilian Managers and Public Officials. This class is POST Plan III Certified and is reimbursable to the agency for travel, lodging, per diem, etc. - tuition is Free to POST Certified Agencies.

THE COURSE
The course centers on the following areas:
1. Preparing our department's buildings, sworn and civilian personnel, and our own families to survive in a disaster. We need to be able to survive for at least 3 to 14 days on our own, before basic services are restored. This section teaches those survival basics that will get our families and agencies through this trying time.

2. Common points to all disasters and major emergencies: Mutual Aid, Evacuation Operations, Mass Care and Sheltering, Role of the Fire Department and Emergency Medical Services, the Law Enforcement role in a Mass Casualty Incident, use of the Emergency Alerting Systems, Crisis Media Relations and many other topics will be covered.

3. The seven major kinds of disasters: How they start, How they play themselves out, and the critical law enforcement tasks in each. Case studies will be presented along with practical exercises in: Floods, Hazardous Materials Incidents, Transportation Accidents, Wildfires (including forest fires, urban/rural interface and high rise fires), Earthquakes, National Security Incidents (riots, terrorism, civil disobedience and large scale demonstrations), and Major Calls/Critical Incidents (hostage takings, barricaded gunman, major crimes, etc.)

THE INSTRUCTOR
The Instructor is Lt. John Kane (ret) of the Sacramento Police Department. Lt. Kane is a 30-year law enforcement veteran. He holds a Masters Degree in Criminal Justice, and is on the faculty at the Federal Emergency Management Agency's (FEMA) training center in Emmitsburg, Maryland, where he teaches Law Enforcement Response to Disasters.

In March 2002, Lt. Kane received the POST Governor's Award for Law Enforcement Training Excellence for his work in Critical Incident and Disaster Response Training.
